Where the seven layers are internal machinery, the LEDGER is an external dimension: a per-user, append-only chain (§1c/§1d) that records each instance version as an immutable block. It's how the organism remembers its own history across boots, supports forensics and ROLLBACK, and gives every change an auditable home. The internal layers do; the LEDGER records. It's the genesis loop's permanent backbone.
