OMNI saysGENESIS — combine public and private seeds into an instance; equivalent to BOOT (v3.2).

GENESIS (v3.2, engine tier) is the genesis-loop verb: GENESIS(public, private) fuses the shared public seed and the user's private seed into a personalized instance — the molecular equivalent of BOOT. It builds on SEED's determinism, and the resulting first boot COMMITs the chain's first block. GENESIS is how "a user" comes into being in the system without any central account record.
