OMNI saysHonesty tags: when to flag, and when to remove — tag a stub, then earn the upgrade.
The workflow: a new placeholder ships as [ stub ]; once it's backed by real measurement, the tag is upgraded to [ measured ] (or removed). The rule is never to silently drop a stub tag — you remove it only when the thing it warned about is genuinely fixed. This makes the tags a living to-do list of "what isn't real yet", and keeps the honesty surface accurate as the system matures.
