A swarm that trusts every worker is a swarm that ships every hallucination. The fix is a dedicated critic at the metaSurf layer whose only verb is VERIFY. Every signal a worker PRESENTs passes through it before fusion: the critic checks the result against the contract, the budget, and any invariants, then either passes it (it becomes a vote) or rejects it (it becomes an abstention or triggers a respawn). This is R9 — metaSurf gates, no skip — and it is non-negotiable precisely because it is the one place bad output gets caught.
The critic is structurally separate from the workers for the same reason a reviewer is not the author: a cell cannot gate itself (R2 — cells never reach across layers). The conductor routes to the critic; the critic never does the task. Keeping VERIFY in its own layer means you can strengthen review — add checks, raise the bar — without touching a single worker, and you always know exactly where the quality gate lives.
