OMNI saysLayer 1 — cells — are the smallest units: single-purpose functions that fire on demand.

Cells are where work happens. Each is one verb-named function (EXPRESS, PRESENT, GATE, REMEMBER…) with a clear input and output. They don't hold global state or coordinate peers directly — they emit signals upward and respond to directives downward. Think of them as worker cells: many, small, replaceable, each doing its one job and reporting what it saw.
