OMNI saysLayer 4 — memory — stores signals (not state) and feeds the distillation engine.

The memory layer remembers signals — observations, artifacts, quorum results — via the REMEMBER verb. Crucially (R4) it holds signals, not live mutable state: it's a record of what happened, which later DISTILLs into kernels. Memory is where patterns accumulate so the system can learn across time. Treat it as an append-leaning log of meaningful events, not a scratchpad of current variables.
