OMNI saysLayer 6 — SELF — is the curator: it ARCHIVEs what might matter and PRUNEs what won’t.

SELF is the discrete, enforceable curator role. It alone decides the survival set: ARCHIVE deep-stores artifacts that "might matter someday"; PRUNE discards what's no longer useful. Per R7, only SELF may prune — other layers can't delete the record. This separation keeps curation honest and centralized, with prunes themselves logged (a prunedAt ledger) so removal is auditable, not silent.
