§2's organizing idea: problems are fissioned into many small parallel cells (divide), and their outputs are fused back into coherent decisions (converge) — e.g. cross-fleet quorum. The art is choosing where on the spectrum to sit: too much fission and you drown in coordination; too much fusion and you lose parallelism. Match the split-and-converge shape to the problem.
