§5's rule: any function should map to exactly one of the fifteen verbs. If it doesn't, it's miscategorized or doing two things and must be split. The verbs span tiers — commander (TRANSCRIBE), cell (EXPRESS, PRESENT, GATE, REMEMBER), organ/emotion (REGULATE), engine (DISTILL), kernel (WAKE), SELF (ARCHIVE, PRUNE), and the v3.2 ledger/genesis additions (SEED, GENESIS, COMMIT, VERIFY, ROLLBACK).
