OMNI saysTRANSCRIBE — the commander emits or mutates DNA, the intent cells will express.
TRANSCRIBE is the commander-tier verb (cell type HELPER_T): it writes or changes the DNA — the directive/intent that flows down for cells to enact. It's how new behavior enters the system: the commander transcribes, and the organism's cells later EXPRESS that DNA. Keep TRANSCRIBE rare and deliberate — it's the source of change, so it belongs to the commander tier, not ordinary cells.
