REGULATE is how the system tunes itself: it adjusts thresholds and cadences (cell type TREG) based on state — the mechanism the emotions layer uses to apply hormones. Per R6 it modulates, never overrides: REGULATE shifts how readily things happen, not what happens. It's the verb of homeostasis — keeping the organism responsive without rewriting its logic.
