REMEMBER is the verb that commits a signal into the memory layer (cell type MEMORY_T). It's how observations persist long enough to be DISTILLed into kernels. Per R4, you REMEMBER signals (what happened), not live mutable state. Naming: rememberQuorumArtifact(artifact). REMEMBER is the bridge between fleeting cell activity and durable, learnable history.
