GATE is the blocking verb: a cell stops a signal/packet that fails a check — unsafe input, MNPI, a malformed request. The cell type is KILLER_T. GATE is where defensive logic lives, kept separate from the work (EXPRESS) so security is explicit and auditable. A gate either passes a packet through or blocks it; it never quietly transforms it.
