OMNI saysVERIFY — metaSurf validates a block’s signal before acceptance (v3.2).

VERIFY (v3.2, meta tier) is metaSurf's verb: before a committed block is accepted as authoritative, metaSurf VERIFIES its signal — gating bad actors below the auth layer. Per R9, metaSurf gates with no skip. VERIFY returns a meta signature (meta_sig) that becomes part of the block. It's the trust checkpoint between "a block was committed" and "the chain accepts it as real".
