OMNI saysR1 — one verb per function. If it does two things, split it.

The foundational rule: each function maps to exactly one of the fifteen verbs. A function that both GATEs and REMEMBERs is two cells wearing one name — split it. R1 keeps cells small, testable, and recategorizable, and it's what makes the verb ontology (§5) actually hold. In review, the first question for any function is "which single verb is this?" — if you can't answer, it violates R1.
