OMNI saysR2 — cells never reach across layers. Talk to neighbors, not strangers.
R2 enforces the stack's boundaries: a cell may only interact with adjacent layers, never reach up or down past them or sideways into another organ's internals. This keeps coupling local and the flow (up telemetry / down directives) intact. A cell reaching three layers up to grab a kernel value is an R2 violation — the value should arrive as a directive. Boundaries are what keep the organism debuggable.
