R7 gives the prune monopoly to SELF: no other layer or cell may delete the record. Curation (ARCHIVE/PRUNE) is centralized in one auditable place, and prunes are logged (prunedAt). This prevents data from vanishing silently from anywhere in the system and makes "what survived and why" a single, reviewable decision. If non-SELF code is deleting artifacts, it violates R7.
