OMNI saysR8 — every version commits a block. There is no such thing as an unrecorded version.
R8 makes the LEDGER mandatory: each instance version must COMMIT a block to the per-user chain. Skipping the commit is forbidden — an "unrecorded version" can't be audited or rolled back, so it effectively doesn't exist within the discipline. This is what guarantees the chain is complete: every change since genesis is a block. Forensics and ROLLBACK both depend entirely on R8 being honored.
