R9 closes the loop: no block enters the authoritative chain without metaSurf VERIFYing its signal first — there is no fast path that skips the gate. This is the bad-actor defense operating below auth: even a validly-committed block must pass metaSurf to be accepted. Combined with R8 (everything commits) and R7 (only SELF prunes), R9 ensures the chain is both complete and trustworthy. Skipping metaSurf is never allowed.
