OMNI saysState variables are named tier + concept — the name says where the state lives.

§6's state rule: variable names encode the tier/layer they belong to plus the concept, so you can see at a glance which layer owns a piece of state and avoid cross-layer confusion (supporting R2/R4). A memory-layer artifact list, an emotion-layer hormone set, a kernel seed — each named to broadcast its home. Naming discipline isn't cosmetic; it's how the layer boundaries stay visible in the code.
