§6's constant rule: constants use SHOUT_CASE and include their tier, making fixed values visually distinct and clearly owned. HORMONES (emotion tier), a memory cap, a metaSurf signature tag — each shouts that it's a constant and which layer it serves. The convention keeps the magic numbers out of cells (they reference named constants) and keeps tuning centralized and discoverable.
